I am not sure the character exist in english, so I will post another one soon if it prove too obscure. But I wanted to honor the first setting I adapted to Gurps ... (and 4e make it much easier to stat !)

The immunity to Truth drugs and serum makes me think the bad guy Rastapopulos from Tintin, since he's the only character I know with such an immunity (he starts babbling about his evil mastermoind career when exposed to it instead of answering questions), and he has a few henchmen, but he would be from the wrong Tech Level...

Not Rastapopulos.
And not from a french comics. (or belgian either).

And the character is (in setting) one of 2 fully immune to a potent truth serum.

I wasn't even proposing him, just noting he's one of the only haracters I know who react strangely to Truth Serum (he's a criminal, so he doesn't even has Legal Enforcement Powers), the other being the Corrupt Corporate Executve he tried to interrogate to steal his money (and who reacted much the same way, exposing exactly how corrupt he was instead of answering questions... Funny moment here.) :P . His Pilot skill rules out Commander Shepard at least, we know s/he can't drive for his/her life. :P (I had to make a jab at Shepard.).

Such a Gun skill... Is he a GDI Commando?

But he would probably join them in training for vacation... or impersonate a traitorous, drug addict unloyal one to ferret out NOD spies...

Not XIII.
I don't recall any land-based driving, mostly air and space based vehicle. (and the occasionnal underwater one).
And the gun skill may be excessive, he is described as the best shooter in his org (or the second ?), but it does not define him.

Parts of that (including the truth serum immunity) are very similar to Miles Vorkosigan, but others don't fit him at all. Can't think of anyone else who it might be.

In setting, it mean : if I show this unforgeable ID, everyone in the military will obey. (and that include orders like 'launch a nuclear strike', arresting a flag officer or assuming command of a base).
The patron org command, in its area of responsability, outrank everyone else, and the ID bearer wield that autority.

If you can suggest a more appropriate advantage ? Gadget based rank is not perfect, I agree, but I feel it is 'close enough'.
