Default Drowning attack for monster

I'm working on a drowning attack for a monster, so no point value needed.

So affliction with choking or coughing depending on result of roll.

Is there any guidelines on whether the roll to resist should be HT or Will?

Depends whether the special effect targets the body or the mind. Most likely it would be resisted by HT.

Unless I guess I made the victim just think they were drowning.

I think I prefer it goes the whole creating water route
