Super speed and power gem

Hello, we were playing munchkin marvel and a player did the following:

-Equipped the "Super Speed" power which is rank 2 while being level 3 himself.
-Managed to steal and equip the "Power Gem" from another player.
-Started stealing everyone else's items even when he fell to level 1 because the gem allowed him to have the rank 2 power equipped.
-Started discarding the stolen items to steal more items until everyone lost everything.

Is this a valid play or did we miss a rule that does not allow this?

I see nothing invalid about that. Your best bet is to find something that forces HIM to discard the Gem or the Power, or just to gang up and make sure he never gets any help in his combats. It's very hard for one player to win when the rest of the table is united against him.
