Default Dodging Surprise Bullets with ETS

So GF 14 offers the optional rule that a fighter with Enhanced Time Sense can dodge bullets fired from surprise if he's in a position to hear the report.

But most bullets, especially sniper bullets, are supersonic. Does this mean he's not in a position to hear the report, or is this rule assuming genre conventions in line with the Hollywood gunplay aesthetic of Gun-Fu, where the bang always comes before the impact?

My guess its more in line with the latter since thats more 'fun' then having their brains blown out by a sniper shot out of the blue.

I'd note that the rule about dodging bullets also specifies that you can also, if you have ETS, dodge if you can see the flash (or a reflection of it), or if the projectile itself comes into your field of vision before it hits you. The bit about hearing the report, I'd guess, is a combination of accounting for non-supersonic bullets (I believe many "silenced" bullets fall into this category?), and the cinematic convention that you always hear the gunshot before the bullet hits. But the visual elements mean that ETS is still useful for dodging bullets even in a non-cinematic setting.

Also note that the Mythbusters did prove you can dodge a bullet if (A) it's using a cinematically large flash charge so you can see the muzzle flash from an (B) extreme distance away. As a completely normal Jamie Hyneman type human*.

So for a closer target with ETS to be able to outright dodge bullets is probably perfectly spot on (presuming one is using the "not allowed to dodge bullets" harsh reality rules).

* Further testing needs to be done on Hyneman's walrusman species to determine if they have completely normal human reaction times or not..
