You can buy four extra levels of skill for a maximum of 16 CP, so I rarely see people purchase DWA for 5 CP for combat skills, as the extra four levels of skill also increases Parry by 2 (a 10 CP value), allows for more effective single attacks, and improves defaults from the skill. For example, it is almost always better to purchase Shortsword-24 instead of Shortsword-20 and DWA (Shortsword)-20, as your Parry is 15 rather than 13, and your effective Broadsword is 22 rather than 18. When it comes to non-combat skills, I also question its overall applicability and utility, since the applications are often quite limited.

Well, that's a problem across the board for Techniques, and not unique to DWAs.

Which is why I have been experimenting with changing techniques from spending CP to purchase techniques in addition to skills to gaining TP (technique points) whenever you spend CP on a skill. In that system, characters gain one TP for every CP that they spend on a skill, allowing techniques to be advantageous rather than the inefficient point sink that they are by RAW.

For example, a female character with IQ 12 [40], Goodwife 4 [20], and Cooking (A) IQ+8 [16]-20 would gain 16 TP for cooking techniques. Characters would automatically possess knowledge of one region's cooking for every Cultural Familiarity that they possess, but they would suffer a -3 penalty when attempting to do dishes from another region (plus any penalties associated with a lack of cultural familiarity). Each region would be a Hard Technique, meaning that a character would have to spend 4 TP to cook the dishes of another region without penalty. In the case of the above character, we will assume that she possesses knowledge of Cajun Cuisine from their cultural familiarity and spends her 16 TP to gain knowledge of French Cuisine, Greek Cuisine, Italian Cuisine, and Mexican Cuisine.
