Default Rcl stat for ROF 1 weapons, what's the point?

One of the books has it listed as needed for some rules. But I can't find those rules anywhere.
Please help.

The point is they're ranged attack, and rcl is one of the stats of a ranged attack.

There are also sometimes special circumstances that will increase RoF

I think some of them might be able to exceed ROF 1 with the right techniques... But some of them definitely can't. I don't think rcl actually has any mechanics whatsoever for strictly RoF 1 weapons. Maybe it matters whether it's rcl 1 or >1?

What book has it listed as needed for some rules?

Basic p.271
(Firearms with ROF 1 still list Rcl, for use with certain rules.)

The one that comes to mind is multi-barreled variants of firearms. Its much easier to add a percentage to weight and tweak Shots than to generate Rcl from scratch! The ways to fire a single-action RoF 1 firearm at RoF greater than one also apply.

Flinch rules I think apply the rcl of the weapon as a penalty, regardless of RoF.

Is there a "Flinch" rule in 4e?

A multibarrel gun might not have the same recoil as a single-barrel version, though. If you add enough weight in the process, rcl may go down.

Fanning and Thumbing (GURPS High-Tech, p. 83; GURPS Gun-Fu, p. 11; and GURPS Tactical Shooting, p. 14) both can increase the RoF of a weapon (primarily a RoF 1 revolver). On the supernatural side, there's the Multi-Shot imbuement (which can even improve ranged weapons without a listed Rcl stat).

Do'h. I was literally only a couple of pages from that section in High Tech. They even used the gun that started me on the hunt; the Peacemaker.
I guess I posted too soon.
Thanks for the reference.
