An unbalanced weapon cannot be used to parry and attack in the same turn.
But . . . Within the same turn, can you use an unbalanced weapon to:

I'll save speculation on whether this has proper verisimilitude based on my battle-axe training to another topic, or my blog. Game-mechanically, it's a balance thing. Realistically, it's a good-enough representation that yes, the weapons that are top-heavy really are less nimble.
