Edit: it occurs to me that this might have been asked in a private message, sorry for the off-topic post, everyone. Wellspring, can you PM me? Cheers.

I didn't find it in my PDFs, but I'm moderately certain it's a Perk from PU1 (which I don't own). It probably assures that your character is always neat and tidy. Good for those vain wizards that were always casting Prestidigitation in D&D, or supers whose nice white costumes seem never to get stained or dirty -- or whose curly forelock never moves from its position on their forehead.

Power-Ups 2, p. 14. Your clothes don't get dirty or torn.

Lol, yeah, I have that... it's just the sort of stuff we'd never use in most of our games, so I never memorized it. It rings a bell though, thanks.

Yes you've said this, but I think your definition of magical is so broad as to be useless.

Ishmael or even Audie Murphy aren't wizards of some kind.

Better than crapping that other thread with this inevitable drift. I made this thread in the first place for a purpose, even in undeath it shall continue to serve.

Luck is an after effect rationalization for believing that the way things happened was somehow the only way they could have happened.

If you were to run WWII 1000 times, chance would kill Murphy every other time. Luck would allow him to survive far more often than probability would dictate.
It may be used as a meta-game aspect to keep your character alive when chance would not. But that's making your game mildly cinematic.

Magical: that which works on rules not real.

For the record, in case this isn't posted already, one of the canonical THS characters has Luck. Complete with an explanation that it need not represent probability manipulation, but rather can represent a special careful/uncanny sort of competence.
