6 mostly.
4 seems unavoidable unless you make the Gates much smaller. Yet without he independent starships of 6 you can't even threaten to invade Earth except by stealthy possessions or an as yet undiscovered supergate somewhere in our Solar system. Oh, and I'd like to note that 6 is pretty much how such things worked in Babylon 5.

Faster Than Light Question II
What sorts of FTL Communications are available in this setting? This only covers communication within the same worldline, a later question will be made for interdimensional communication systems. 1. Only the Stargates and 'supergates' can be used to communicate between star systems at FTL speeds. 2. As 1, but spacecraft with wormhole generators (and vehicles or installations with smaller 'comms only' generators) can generate a wormhole for communication purposes instead of traveling through it. Some civilizations develop this technique as an intermediary step before making their own independent wormhole-vessels. 3. Magical ansibles, subspace radio, or similar things exist, allowing broadcast FTL transmissions. These may require the transmitter to be situated on a ley line or ley line nexus. 4. As 3, but this also allows faster than light sensor systems. 5. Especially powerful magicians can scan or communicate FTL at interstellar ranges with spells/rituals. 6. I'd say 2: FTL communication requires a Stargate/Supergate or another type of wormhole generator (akin to those found on some vessels, but with smaller communication-only variants).

I like 2 as well. An interesting idea would be that you do not transmit through the worm hole, but must send physical item like paper, or a thumb drive.
