light of heaven is too diffuse in heaven itself to do that, just does that in Tethers.

It will still toast them eventually, you just have more time than at a Tether.

It takes a major act of Will for a demon to stay in Heaven longer than a few minutes, tops, before they reflexively bail out. So really, you don't have THAT much time to scorch 'em in Heaven. It can be done, as William says, but it's more efficient to use the magnifying glass of a Tether.
