Default Magic System for World with Too Much Mana

I'm working on a setting that may or may not eventually be used in a play by post.

The setting is a post-apocalyptic Earth, where the apocalpyse took the form of a mana glut. Among the many problems caused by this glut were monsters everywhere and widespread spirit-possession of objects, incuding the corpse of every person who died.

The mana glut is still in place. Descendents of the survivers cluster in small communities away from the old urban areas. The PCs are assumed to be "Exorcists", travelling heroes who fight to protect humans. Being an "Exorcist" does not mean that they use an exorcism ritual - anyone who takes on the horrors for humanity is considered an "Exorcist".

Casting spells is so easy that anyone can do it without training. But magic is danerously hard to control. It generally isn't used, apart from spells to drive posessing spirits from objects, which is a necessity of every profession. Anyone using more magic than that won't be tolerated in a community, unless they are a visiting Exorcist.

So the big question is: What magic system should I use for PC Exorcists? Casting spells should be risky, but not to the point that it just isn't worth it. It should reflect the fact that mana is superabundant, but shouldn't turn magic-using PCs into little gods.

Thoughts?

Normal system with Very High Mana.

Making Magery very rare will make high skill in a spell expensive. Characters will require a considerable investment to become skilled enough to cast a spell in reasonable safety.

Add Twsuited Mana from Thaumatology. Only idiots would voluntarily use magic in Twisted Mana.

Or just cap effective skill at 14 or 15, so there's always a relatively high chance of failure.
