Default "Scroll" enchantment of "Lend Skill" questions

A quick magic/enchanting question about a

So for a sort of traditional story where mundane, boring characters get shoehorned in to adventuring and to a fun idea to give these couch potatoes a fighting chance was enchanted items with the "Scroll" enchantment, the spell in question put inside the scroll would be the "Lend skill" spell.
Now ordinarily this wold only give the subject skills the caster knows but say the mage who prepared the scrolls cast "borrow skill" on say, a hired fighter and gained the broadsword skill then cast "scroll" and enchanted the paper to contain the spell "Lend skill" with broadsword as the skill being 'lent' to the scroll itself. (provided that thats possible and the scroll doesn't just have the reader choose a skill they know to give to a target)

Is it possible then that by reading the scroll correctly the non-magical character the scroll was sold to could temporarily impart the Broadsword skill at DX+4 to a non-magical target, allowing them one minute of combat ability with that weapon despite neither the reader or the target actually having that skill to lend?

If so, then what does this mean for learning skills on a permanent basis? Would the use of this enchanted scroll reduce the time to learn that skill since they have memory of performing it successfully? Obviously they wouldn't know the skill after the scroll's spell wore off but would the experience account for anything?

With that particular scroll, I'd kind of be inclined to say that whoever reads the scroll gains the skill. As far as learning a skill goes, the scroll helps ensure your training time is practical training time. Time spent prying your sword out of the floor, a tree, some dirt, etc. doesn't count as valid training time.

When you're reading a spell from a Scroll, you're the caster, aren't you?

It wouldn't count as training time worth recording (as the spell only lasts minutes, I think), but I'd certainly let you spend a point to actually start learning it for real.
