Default [Spaceships] Hnd/SR requirement for commercial spacecraft

I have a vague memory that I read in a GURPS book a statement that some particular Hnd/SR value represented the minimum requirement for safe or licensed operation of a spacecraft in some role. I think it was docking at an orbital port. It might have been acting in a particular commercial role. Anyway, my recollection is so vague that I can't find the reference even with search tools. Does anybody know what I might be thinking of?

The reason that I ask is that I have designed a super-cheap bulk transport to do freight rate and fare estimates with, but using the "smaller systems" rules for control rooms gave it an Hnd/SR that indicates that it steers like a cow. Perhaps it is so bad that it couldn't be docked safely to an orbital spaceport I think maybe the design is not viable because of that.

I don't know the rule you were thinking of, but couldn't such vessels be designed to allow smaller and more nimble off-loading vessels to dock with it and remove cargo containers?

Indeed they could, but that would involve expense and delay in double-handling, the construction and expenditure of propellant by all those little container-handling vehicles, and a more involved space traffic control task near the up-port…. I'm not feeling strong enough to estimate the costs. there is considerable charm and economy in coming up to a container handling facility and being unloaded directly by a container gantry.

I don't recall an official rule, but I think saying that a ship with combined Hnd+SR of less than +0 is probably one that port authorities would rather didn't dock with their station is reasonable.

A net +4 (or better) is a nice safe ship - someone with Pilot-12 would have to critically fail to mess up in such a ship, assuming they're taking it easy.

Thanks, Rupert. That is a criterion that enables me to choose between two designs I am considering.
