[RPM] Duration and Persistent Damage
Here is the thing: I want to create spell, whic will create a cloud of cold, icy fog whic will deal fat damage for everyone who wents into it (you inhale extremely cold air and it sucks heat off your body). I want to cast it and for cloud to stay (for month or so). This is casting with damage, with Persistent modifer. But how should I do the duration of the spell? I can't use Duration modifier, because it is prohibited by RPM specifically: "any sort of enduring damage should be represented with enhancements such as Cyclic or Persistent". Should I add "Extended Duration" modifier on top of the damage?

Yes, you would have to pay for Extended Duration for this.

This is covered under the scope of "doing damage more than once", similar to a flaming sword. I've heard of two ways to do this. I forget one.
The other is to do damage as a bonus/penalty.

(Cyclic attacks are "sticky" and go with the target, even if you stop attacking them or they walk way out of range/out of the area/to another dimension/whatever. The length of time a Cyclic attack is active (and how frequently it hurts) is factored directly into the cost of the Cyclic enhancement because of how potent this can be.)

You can. The +150% is "conditional permanent" (and +300% is "truly permanent") Powerups 4 enchantments thus extends the values for that 140% to +280% range in case you do not want to have that mundane condition to stop it.
