Percentage value for one-time FP Cost limitation?
How would you price a limitation for a variant of Costs FP that only imposes the fatigue cost once, on activating the ability, and does not include a maintenance cost?
Obviously, this would not be applicable to abilities you could just pay for once and leave on for the rest of your life, but assuming the ability shuts down when you sleep or get knocked out, like Alternate Form, or that has a Maximum Duration? I'm leaning towards just halving the limitation value, so 2 FP is worth -5%. Is there a precedent or semi-official ruling about such a limitation?

It depends on how long the ability can last, period. "Costs 1 FP per hour" is not considered worth a limitation (but may be a distinguishing feature of a power modifier) — so if your ability lasts an hour or more...

By RAW, you halve the value of Costs FP if you don't have a maintenance cost.

When this appeared in Stoddard's Chinese Elemental Powers, I interpreted it to mean that a person using the power continuously would have to pay one FP at the end of each hour. I think that's significantly less limiting than paying 1 FP up front. Although it does raise the question of rest and recovery.

Well going by raw Cost FP isn't disallowed simply because you take Extended Duration (permanent) +150%.
I would personally not allow it as such, but having to pay, for instance 20 FP, to activate it is still pretty problematic as most would have to burn HP on top of the FP. And likely be rendered unconcious. |
