*2 Mass is half a point based on the Increased Density Affliction in GURPS Power Ups Enhancements.
Extra support for the perk idea.

Bah. You've invented a watermill. It's not a terribly significant power source. And those superhumans who could power a city probably wouldn't be inclined to.
