Psi Powers: Mind Shield Expansion

The book says that using Expansion, "You expand your Mind Shield to protect everyone within 2 yards. This halves your Mind Shield level for all purposes. For every 5 points by which you make your (modified) skill roll, you can double this radius cumulatively."

Does that mean that if the character makes the roll, the shield expands a minimum of 2 yards, and can be expanded more if one rolls well?

It seems expensive for what the Technique does.

Area Effect + Effects Others (-0.5 effectiveness), That seems like a deal for a mere skill technique.

Techniques in that book are an example of buying off the penalties for things like Temporary Enhancements.
