Good guess, but this guy wrote some of the same kinds of stuff, but he never gained any Military or other Rank to speak of.

I know exactly one TL 5 American author with poor financial wherewithal, and that's Mark Twain / Samuel Clemens. (Edit: Which also dovetails with the whole boating thing...)
