I saw this mentioned on the Disadvantage of the Week thread from a while ago. Apparently it's in a Creatures of the Night publication.

My questions are: what volume and page, and what's the point cost?

Vol. 4, pages 3-4, no point cost given, looks like a basic [-5*] to me.
