Default Magery and Ritual Magic

How does Magery add to Ritual Magic colleges/spells? RAW says:

How does it work? For instance, let's say I have College: Mind Control-12 IQ/VH skill, and Magery 3 add up skill level to 15. Then I cast Drunkenness (prerequisite count 3) at 12.
Now let's say I want to buy that spell. It is Hard technique, bought from -3 to 0. Does Magery 3 add to this spell/technique? If it does, then I can forget about buying: +3-3=0, so I cast this spell at 15 from beginning. If it does not, then does RAW means when it says that Magery adds to spells?

In this form Magery is effectively "IQ (adds to Ritual Magic only)"/ So you add your Magery to your IQ to get your effective IQ for learning and using Ritual Magic.

Add the Magery to your IQ only at the front end and don't think of it as a bonus to every aspect of Ritual Magic. You got your bonus at Ritual Magic Skill or Thaumatology or whatever else your GM is using.
