Default Relative Size Modifier and Regular Spells

Anticipating an upcoming game, I was reading up on giants and magic, and came across something I thought I'd ask all you about.

I have a powerful PC mage, who happens to be an Ellyl (SM -6).

Gurps Magic says that Regular spells cast on folk with positive SM cost more [M11].

How would that apply to spellcasters with negative SM? Is it relative, and his casting of a Minor Healing spell on his friend the Human knight cost x6? Or does the "base cost" for a regular spell start at SM +0 and go up from there?

No, but it would be an interesting house rule to make it relative, and probably not unbalanced.

It's based on absolute SM. Basing it on relative SM would make pixie, leprechaun, gnome, and halfling wizards go from being awesome characters to borderline useless.
