I'll point you to L. Rel pg 112 and the three impudites there, and see if you still think it would have worked.

I wouldn't even say you have to be that kind to get the Charm through - "He's pretty for a demon. Nice, too. Almost a shame. But oaths are oaths. He's probably burnt down an orphanage or... oh dear, there goes my Essence."

Yes, but that also assumes an AVERAGE demon.

Curtis, with a Will of 9 (not outrageous) is an Impudite of Belial. If he touches an angel while lighting a cigarette, he's added +5 to his roll (+2 touching, +3 for Corp Forces)...making his chances 8 or less. Yes, they get a Will roll but angels tend to buy up Perception.

I always look at Charm in two ways: First, the Impudite is pushing HIS relationship to the front of the line in the person's mind.

The second is that the Impudites have a trick of pushing the part of the brain which causes a dopamine to be released, hence the 'good feeling' at seeing an Impudite when charmed (if you need a pseudo scientific analogy. But that part of the brain is a darned slippery target...)
