When playing a card that affects monster movement during another player's turn, is it possible when the monster(s) move(s) "one room closer to the cursed munchkin" that he can move off the board into the next room, like it would do in monster movement if there was not tile directly next to it?

I would say no, because the rule that refers to Monsters Leaving the Board refers specifically to the monsters following the colored arrows.

I thought there was a statement about this in the rules, but I must have been mistaken. However, that now leads me to believe that someone of sufficient authority said that moving into the dark can only happen during the Monster Movement roll, and not by player's whim. Andrew will have to confirm that.

When monsters move during a PLAYER turn, they obey any rules on their cards about types of links they can and can't move through, but otherwise move just like the munchkins do.

When monsters move during a MONSTER MOVEMENT turn, they obey all special rules on their cards or standies, as well as the special MONSTER MOVEMENT TURN RULES in the rulebook.

Potential exception to the above: If there is a card that somehow moves monsters during a player turn AND says specifically that they follow all monster movement rules, then they would follow all monster movement rules.
