Default Warping a person out of its equipment

Is it possible to create a power that warps a person out of its equipment or vise-versa? Like separating a person from its armor with a power even if not warp?

Yes.
Affliction Warp with Naked limitation on it.
Affliction Insubstantial with no carry and a duration of 1 turn.
Those are probably the easiest ways.

As a GM, I'd hesitate to give a discount to Warp because they can strip their enemies with it. I might invert the cost, but if I was feeling generous, I'd give them it as a feature if- and only if- they can't turn it off, because it would make it harder to use it on their allies.

Wouldn't that give them the ability to teleport, not compel them to teleport and lose their gear? I suspect that Warp not Affliction should be the base ability.

Affliction (Advantage) applies the power to the subject rather then giving full control of it to them. Warp is even called out as an example.

Allies and self. Pretty significant limitation.

I've had occasion to turn down Limited Advantage Afflictions for that reason. Some ways to keep the discount and ensure that it doesn't get converted into an enhancement might be to make the limitation only apply only on friendly targets, or to just call it a Feature-level (0%) limitation for the purpose of determining the cost of Affliction.

Sufficient Carrying Capacity to warp both armor and person. Topped off with Selective Effect and a successful grapple.

If you want range on it, my preference is Telekinesis for the grapple and Warp enhanced with Telekinetic Carrying Capacity. Mostly because I'd prefer a straight up telekinetic grapple and defence roll to the quick contest of a Malediction Affliction. But an Affliction with Warp and the above modifiers should do the trick as well.
