No but a banana republic cannot be a Great Power. Singapore is not a Great Power. Nor is it a banana republic. Singapore is a stock portforlio with a reasonably competent if rather authoritarian government attached. A banana republic is always regularly on the brink of a warring factions period but never has enough resources to compete on a world stage or if it does, hasn't the ability to apply them.
