Default Control Rating, examples, and Space's Advanced CR Breakdown

Greetings, all!

First, for those who don't remember, S173 provides a breakdown of Control Rating into Civil Rights CR, Economic Freedom CR, Legal Restrictions CR, Punishment Severity, Social Control.

Now, I understand that even this breakdown is approximate, but still: can anybody provide approximate/playable examples for various levels (and/or combinations) of CRs? Both from the real world and from fictional settings.

I won't give any "hard numbers" since I am not really familiar with the ratings defined in GURPS, but I will try to order CRs for a couple of setting (from least restrictive to most restrictive):

-Wild West: Economic Freedom, Legal Restriction, Civil Rights, Social Control, Punishment Severity
-The French Revolution/Terror: Civil Rights, Legal Restriction, Economic Freedom, Social Control, Punishment severity
-Amish (or a hippies' commune): very tight Social Control and very low Punishment Severity (assuming they won't jail/kill you but force you to leave the community)
-The US when compared to Europe have less CR on Economic Freedom, possibly less CR on Civil Rights, but higher CR on Punishment Severity
-The Granducato di Toscana (after the abolition of the death penalty in 1800something) will have the lowest Punishment Severity of its time , but arguably a higher CRs on other matters, especially Social Control and Economic Freedom, when compared to Protestant countries

(all very approximate, and possibly romanticized. Actually, it would require thorough research and a deep understanding of history to assign those CRs accurately. Also, since 'everybody likes freedom', at least in theory, GMs with different worldviews/political ideas will probably have different opinions on which society is 'freer'.)

I'll also note that terms such as "Economic Freedom" and "Civil rights" can be confusing when using CRs, since "the higher the CR, the less free the society", terms such as "Economic Control" would be more similar to "Punishment severity" and "Social Control".

Modern Canada

Civil Rights: 2. The population is quite willing to engage in demonstrations, petitions and lawsuits when they feel their rights have been infringed.

Economic Freedom: 4. Taxes are on the high side. The government engages in a lot of health and safety regulation.

Legal Restrictions: 4. There are laws banning reckless acts but the offensive speech law was rarely used and recently struck down on constitutional grounds.

Punishment Severity: 2. Canada has no capital punishment. and is ranked 123rd out of 216 in per capita number of citizens incarcerated.

Social Control: 2. Like most highly urbanized nations people are very unwilling to intervene in "other people's business". But you will have people complain if you light up in no-smoking areas.

The modern United States. (Note that these values vary a LOT regionally, except for civil rights, which stays the same, but the civil rights people care about vary by region)

Civil Rights: 2.

Economic Freedom: 3 The United States has lower taxes than Canada and the trend is toward reduced regulatory oversight.

Legal Restrictions: 4

Punishment Severity: 4 The United States has both capital punishment and a larger proportion of it's population in prison than any other nation. Punishment severity is effectively 5 when it comes to drug offenses.

Social Control: 2 Yeah man, whatever.

Tolkien's Shire


Civil Rights 4. Hobbits are conservative by nature and it takes a lot to get them up in arms

Economic Freedom 1. Almost no taxation, and no regulation.

Legal Restrictions 2. Property crimes are probably illegal.

Punishment Severity 1. I suspect that the Hobbits deal with their few criminals through fines, ostracism or exile.

Social Control 5. The Shire is the ultimate small town society. Everyone's in everyone's business, and the slightest peculiarity gets disapproving tsk-tsks.

Stalinist Russia


Civil Rights 6. You keep your mouth shut. Or else.

Economic Freedom 6. State Socialism

Legal Restrictions. 5. Offensive speech banned.

Punishment Severity 5. Executions, labor camps, yadda yadda.

Social Control 4. Russian grandmas

Spaghetti Westerns

Civil Rights 3. No legal recourse for violation of civil rights but homesteaders will grab guns if you push them too hard.

Economic Freedom 0. Ranchers, railroads, snake oil salesmen do anything they want.

Legal Restrictions 2. There are laws. They are sometimes enforced.

Punishment Severity 4. The only punishment for offenses is lynchings and beatings, but there's a fair bit of them.

Social Control 4. Lack of real law enforcement, but plenty of vigilantism.
