Peter, I believe Fred was saying there is no book/PDF named Psionic Powers, not that GURPS doesn't have paoonic powers

Yes any roll to use the power even if the roll is added from modifiers.

Not necessarily at all. It depends on the in-game rationale, and what the GM wants to allow.

In general, trying to do detailed reasoning from a combination of 3e and 4e sources is likely to produce confusing results. The ideas behind the mechanics of powers (including psionics) are significantly different.

No. GURPS Powers has explicit rules for adding more abilities. And GURPS Thaumatology: Chinese Elemental Powers, at least, does the same thing; I'm not as familiar with the other "worked example" books, but I'm pretty sure they do too—Sorcery especially, as it's intended to emulate magic.

Remember Hellboys was based on 3rd Edition which did things that 4th ed no longer does. Like charge double to raise Attributes in play and limit Skill Points based on age at start of play.

Where as Powers is 4th Ed where if something is learn-able or not is a campaign decision not a system decision.

Yes, but as far as I am aware 4th Ed is rather clear and consistent, if you have ANYTHING from a Power you can buy anything else, unless the GM specifically says otherwise, normally well in advance

I thought the existence of the Power Talent made it clear whether you could buy additional abilities in the Power with earned XP, which is the explanation given with the Dai Blackthorne example in Characters, him having an ESP Talent but not a Psychic Teleportation Talent.
