RoF#* resolution
A weapon with a RoF of 9* is noted as firing three 3-round bursts. Is this resolved as: RoF3 and each hit is 3 bullets, or RoF9.

Yes. Always make one roll* using the full effective RoF. The concept of "resolving each burst" doesn't really exist in 4e.
* Unless spraying fire at multiple targets. Then it's one roll per target, using the effective RoF for that target, of course.

Well, if you had Extra Attack 2 with Multistrike, you could technically make those 3 independent 3 round attacks... even against separate targets. It's Gun-Fu fur sure, but I've had it done in my table, and sure looks impresive ;)
