A meta government in which the primary executive authority is vested in a representative of one of the member governments, but rotates annually between all of the members. Likewise the the member governments each send one representative to vote in the legislature.

Not particularly exotic but interesting. The successor is elected from within a given number of generations of the current ruler.
To spice it up and add for mobility the derbfine thus created is added to by political adoptions.

You could also add mobility by allowing entry in the derbhfine via matrilineal or patrilineal descent, allowing people to marry in and have their children and later descendants eligible.

For a society where magical or psionic telepathy exists, you could have rule by telecontrol. That is, the candidates for the ruler position try to compel each other to yield the scepter, whoever succeeds is the ruler, until somebody can compel him or her to yield it. The general public might or might not know about this.

How about a sort of feudal corporate system? Instead of a mayor, a city would have a franchisee who buys the rights to run the city from the regional office, which in turn buys the rights from the national office.
