It's in the optional cinematic combat rules in Campaigns (page ref will be posted when I finally make it home). BTW, I'll be using a variant in Blood and Fire, so you'll see it in play soon enough.

Also, the assumption here seem to be that they're not using that rule.. although perhaps they should.
This comes up a lot. People complain that the rules don't accurately simulate movies, comic books or videogames and they don't. GURPS is based on realism and it needs to be modified to reflect cinematic sources, that's why we have optional cinematic rules.

second there are two way to hit the Brain, though the Eyes which take pi, imp, or tight beam [hence no swing] to do.

or though the skull which has DR 2 [which means 8 less damage then the eye attack]

I am sorry I can not make sense out of this.

But if you are doing more than two more points of dammage from a swung weapon(not at all unlikely) the dammage saved from the DR does not translate into more dammage than could have been delt by a swing attack. IT is also harder to hit the eye than the brain so you need a more highly skilled character.

The only time I can see it being a big help is when the target is wearing a helmet, thus giving alot more than DR 2 to most of the brain.

Oh and you can do swing dammage with a impailing weapon, it is called a pick. BUt I belive that there is now a limit that it must be thrust to get thought the eyes.

But it is not for the brain everything gets a x4. Impailing cutting and crushing do the same dammage to the brain as each other, so you are not helped by dealing impailing damamge in this case.

no location don't superseed type modifer, they stack 8)

So you ST10 Watashi [Shorsword] weilding ninja does:
swing cut [Skull]: 3.5 - (2 dr) x 1.5 cutting x 4 brain = Ave 9 Damage
thrust imp [Eye]: 2 x 2 x 4 = 16 Ave, but admitiblly a harder shot.

vs ST 11 (Min St one handed) Katana wielding Ninja

sw+1 cut [skull]: 4.5 - (2 dr) x 1.5 x 4 = 15 ave
thr+1 imp [eye]: 2.66 x 2 x 4 = 21.33 ave [agian the more diffuclt shot]

You are wrong. Take a look at the hit location rules. Impaling, for instance, doesn't get a multiplier vs. limbs but gets a x3 vs vitals.

opps you're right, sorry

So you ST10 Watashi [Shorsword] weilding ninja does:
swing cut [Skull]: 3.5 - (2 dr) x 4 brain = Ave 6 Damage
thrust imp [Eye]: 2 x 4 = 8 Ave, but admitiblly a harder shot.

vs ST 11 (Min St one handed) Katana wielding Ninja

sw+1 cut [skull]: 4.5 - (2 dr) x 4 = 10 ave
thr+1 imp [eye]: 2.66 x 4 = 10.66 ave [agian the more diffuclt shot]

so it's still an edge

And you are leaving out maces and mauls. Those are the weapons you want.

A brain hit with enough force to crush the skull is not unpredictable. However, it's hard to do while crawling, and not particularly stealthy (the sentry may not scream, but the thumping, cracking, and splashing noises are likely to be noticed).
