Let's say DR3, repairable [-15%]
Let's say 1ft in diameter, so SM -5 [-10%]
Let's say Can Be Stolen (Quick Contest of DX roll) [-30%]
Let's also say Unique [-25%]

Total Limitation [-80%]
Total Cost: 20cp

Actually a crown 1ft across should be SM-3 due to the shape.

I got the impression from the OP that these are gifts being handed out by the GM rather than things the player is buying.

If I were handing out special gifts for free, I think I'd make them Unique.

they are relics of divine nature, and they are meant to be temporary.
Players will eventually be able to develop their own powers without having to use these items.

I disagree. A crown which is rather thin, perhaps 3 inches tall, with a 1ft diameter... that really shouldn't count at the 2ft length -3SM.

Another quick question: is there anything to enable melee attacks to affect insubstantial creatures? Like standard punches, standard sword attack, etc...

Perhaps SM-4 then, it does fill the space more than a 1ft tall human would even though the volume of the crown is actually less.
