Not only can it, but it probably should. It really is an ass-kickingly good little magic system.

Oh, and HURRAY! I've been waiting for this book for longer than GURPS has had a 4th edition, it feels like...

I totally get where you're coming from, but ever since I first encountered it, this has been the one magic system for GURPS that really felt *magical* from the outset. Not nearly so many restrictions, less codified, less combat-focused than so many others. It really just feels like magic, and I think that, with the right advance legwork to build appropriate spells and charms in advance, it's worth it.

Isn't part of the appeal of Dungeon Fantasy the restrictions, codifications, and combat focus?

I won't give anything away, but I've played something in DF using a variant of RPM, and it FRACKIN' ROCKED.

Since RPM has a lot of pre-worked spells (and the test case I played did NOT), this means it'd have rocked even more.
