Vast numbers of troops were deserting the Russian line. The Russian peasants saw no reason or point to the war. They had little real idea of Russia as a nation and far less idea of European politics. The Russian people were leaving the war no matter what the Russian government wanted.

The Tsar was bitterly unpopular in most of Europe. Russian autocracy had a worse reputation in the WWI period than Stalinism had in the Cold War period. Britain might never have taken the Tsar in.
