Default DX Penalty for heavy armor?

In the Wearing Armor section in B286, it explains some of the consequences of using armor. However, it doesn't really explain the flexibility mechanic. I'm mainly concerned about DX skills. Wearing a full suit of non flexible armor should give at least a small penalty. What's the official word (Or, where can I find it)?

Low-Tech has an expanded rule for layering. However there's no rule that gives a penalty for wearing a single layer.

You can do cartwheels in heavy armour. You do need the strength, though.

The only armour that should restrict movement is jousting armour and Low-Tech already gives a DX penalty for this. Weight issues are subsumed into encumbrance penalties.

If you want you could apply a familiarity penalty until the wearer becomes used to new armour. Perhaps -1 DX until the wearer has 8 hours of wearing the armour. See Familiarity (p. B169)

The only penailty for it being heavy armor comes from it adding to your encumbrance, and those penalty come quickinly due to the weight of the armor.

The is also in increased FP cost from combat.

You already have -1 Dodge/encumbrance level.
