Quick Question: Sense-Based Telecommunication but Infinite Range?

I want to create a race that has Telecommunication (Telesend) and can use it at any range without penalty, but they MUST have visual contact. It could be in person or through video chat, etc. I'm not sure if there is a way to do this, but any input is appreciated!

Well two levels Long Range will removed all range penalties, then adding Sense-Based (Reversed, Vision) will require you to see the target. Both are found in GURPS Powers
