Default I have a question and confussion.

In munchkin if one player uses a help me out here to take an item that makes a difference between them winning and losing can they use it on an item another player cheated on? If so does the cheat card stay witg the item and now cheated on the new player? Or must they be able to use that card without the cheat card?

Yes, you can try to take an Item that has Cheat! attached to it. However, Cheat! says that if you lose the attached Item, you must discard the Cheat! card. Thus, in order to take that Item with Help Me Out Here!, you must be able to use the Item yourself (or be able to use it by discarding other Items, as per the instructions on HMOH.)
