Default Divine Intervention and GUAL

As covered in previous posts, when a level 9 cleric draws the Divine Intervention he immediately goes up a level and wins the game and no Curse or other card that says to lose a level can stop him from winning.But what about the "Make The GM Snort Soda Out His Nose" card that says specifically to be played when someone thinks he won the game to make him lose a level?

There's no text on Divine Intervention which says that you can't cancel it. Normally, once a player has reached Level 10, you can not do anything to reverse the game ending. Since Make The GM Snort Soda Out His Nose very specifically prevents someone from getting the Winning Level, it can be used to stymie a Cleric's victory due to Divine Intervention.
