You don't. If you want it, make it up.

There will be a few text boxes about TL(0+1) through (4+1), but without game mechanical details.

There will be short notes about some such things. But only if someone built a prototype, or experimented with it, or some historian has made more of a case for it than "such and such old story hints at this."

On the other hand, if enough people want it, by all means make it up and send the manuscript to SJ Games.

I somehow doubt they'd refuse to even look at a well-researched book of alternate Low-Tech technologies that might have been. Bundle a bunch of items together in themed chapters that include notes on society and adventure ideas and call it Alternate Pasts. It's what e23 was made to publish and you know it.

(Personally, If I were to be naming such a thing, I'd call it Fantasy Tech for TL0-4 and Weird Tech for 5-8 or for a 0-8 single book. But that's probably just me.)

As I recall, this idea has come up before. I for one would love to see some kind of Alter-Tech book, covering stuff like humors, phlogiston, pyramid energy, cars that get 100 MPG running on water. Lots and lots of real-world disproved and crackpot scientific theories, along with adventure ideas and/or stats (for strange devices, Yeti-men, Esoteric Medicine specialties, whatever) as appropriate.

I don't think I'm the one to write it, though. Not really my area of expertise (and if it was, what would I want the book for, right?).

That's actually something I could write, and would like to. Better than I would like to write Fantasy-Tech, which would be about magically based technologies and the like, actually.

It wouldn't be entirely out of line to go through the finished LT and companions and have a Fantasy Tech version of every single item in the book, or perhaps variants thereof. Going through Magic and Power-Ups with an eye to "improving" the technology in one or more ways would possibly even fill a series.

I guess He'll have to wait for the CCoI follow up books then :P

Actually, that is a cost. It may not be a monetary cost, but GURPS tends not to distinguish between income in cash, in kind, and in labor. The landlord's income includes the total value of what he gets from his peasants/tenants/serfs/whatever no matter how they give it to him. So even if he's not shelling out cash to put up a new barn or what-have-you, he's expending an equivalent value in labor on construction instead of whatever else he might spend it on.
I won't dispute you on the technicalities, I see your point in what you mean in opportunity cost I just meant that the lord did not have to start from scratch to build up the labor base for it. Its really complicated and really should be tackled as a "board" game supplement to GURPS as a way for Players to shift between micro and macro management of resources.

In another thought, I see this kind of meta game platform in GURPS might be an untapped market that can make GURPS as a product and service stand out further with the competition and provide added value other systems aren't as equipt to offer. GURPS taking RPGs further by allowing added "strategic" dimension in their RPG with Mass Combat and CCoI Fief management problems as a continual source of adventures has a lot of potential for more quality hours of play while reducing the prep time (and is all fun for all the tinkering type GMs).

I'd just like to say that if such a product were to exist it'd go right into my "Must Buy" list right below Low-Tech.
