And also, the vampires are still figuring out their condition, they don't understand how it works all that well. Not that many know whether a wooden stake through the heart will kill them because they weren't willing to be staked through the heart to find out.

You could have the morbid swine of a vampire who might infect other people to use as test subjects for this kind of thing, but that is an interesting concept in itself.

Or maybe it is just psychological; most folks are more willing to be vampires than ghouls.

Again, just spitballing; if it doesn't give you an idea of what to do, maybe it gives you an idea of what not to do. XP
I love the idea of the distinction between vampires and ghouls being primarily psychological. Or flesh containing enough blood (like a steak) that eating and digesting the flesh is a way to get some additional blood from the tissues of the body after being drained normally.

I have no idea how scientific this might be, but maybe there is a photosynthetic quality to the vampires which draws some energy from light, but is perhaps volatile and prone to overloading easily?

And ideas of what not to do are still very valuable.
