The subject line says it. I've been looking at the rules on B411 and MA221, but I would like something a bit more exotic, and surprising. If such a weapon does not exist in the RAW, could one be designed? If so, how? I'm looking for something at TL3.

At TL3? Not that I've ever heard of.
Projectile tech is pretty lmited at TL3. Maybe you could rig up two or more skorpions in a row, firing in unison and dragging the leading edge of a net over a target.

Fiber tech is limited too. If you look in High Tech you'll find some TL8 net grenades for launchers but those of course use light, strong synthetic fiber nets that fold up precisely. Even at TL6-7 this would have probably been a no go.

There are already rules for thrown Nets in Basic and Martial Arts (and I'd suspect in Gladiatorial Styles, too).
