I like the article in JTAS (which I no longer have a subscription to), "Things Grandfather Never Told You" which postulates that the current state of affairs in Charted space is because of a time war between Humaniti and the Droyne. If history is fake, causality doesn't have to occur correctly.

Another use I thought of for Vilani scientists. They are the "devils advocate" Whenever something new is discovered their job is to examine and reexamine it until they are sure there is no reason to reject it.

Ah... Vilani have whole new levels of Heck that we simply don't have here in the Sol system.

Eighth level of Heck -- Vilani Scientific Peer Review
Ninth level of Heck -- The swimming pool. Full of Vilani 'beer' of course.

If something new is discovered, I'll bet the first thing Vilani do is quarantine it in some Vilani "Eureka". Then they will fiddle with it for hundreds of years to make absolutely sure there are no unpleasant things in store that they don't know about. Then they MIGHT put it to use. But they will probably forget about it because it was buried to deep in the archives.
