Discord is a chat and voice program that can hook to various servers, which host discussions on various topics. GURPS has an unofficial one run by some of the forumites. Its also reasonably common to run games over the server. Its not a Virtual Table Top, but it was built with gaming in mind, and its voice service is more reliable than say, roll20 or google hangouts. I have one I run an online game over. I like the program. No opinion on the server advertised here. Not really interested.
