Default What is considered 'face up'?

We noticed some abilities let you pick a 'face up' card. We are a bit confused about this. Isn't the face up cards just the discard piles? What is officially considered 'face up'?

If a card means for you to take a card from the discard pile, it will say so. A face up draw means to draw from the deck and turn the card over so all the players can see it.

What if a card says I can search a card from discard pile and put it in my hand (like the yellow pages from Cthulhu) should the player draw this card "face-up"? Must the player reveal the card to every one since it was from discar pile?
