Default Wandering Monsters and Looking for Trouble

During the "Looking for Trouble" phase, are other players allowed to add monsters from their hand to the combat against you without a "wandering monster" card? I say that you need the "wandering monster" card to add monsters to any combat, but my friend says you only need it to add monsters when a player kicks down the door. Who's right?

You can't add monsters to a fight unless there is a rule (such as the Undead rule) that says otherwise or you have a card (such as Wandering Monster) that allows you to. Your friend is mistaken.
