Sure, I'm just saying that the rules don't prevent it. Actually I'd probably allow a lot of these things, but only with a DX, IQ, or Soldier roll (as appropriate) penalized for Stun. You can certainly talk while panicking, at any rate. You just generally yell a lot of mostly useless stuff. Similarly you can flail about or whatever.
Crouching or dropping flat are things you do in response to taking fire if you have some presence of mind, not if you are completely caught flat-footed and can't process what's going on.
I think I'd still allow Dodge and Drop (at a net -1) because that seems like a reasonable panic response. The DX or Acrobatics roll from Fire and Maneuver, should apply here though.
