To be honest most places without very strong local government present essentially the same risk. Most societies have plenty of people who view strangers with nobody around to miss or avenge them as slaves that haven't been captured quite yet. Realistically though being shanghaied isn't much of a risk if you don't get too drunk or stoned to fight back. Taking somebody at a cost of one of the guys you already have (and actually trust enough to send off the ship looking) being hurt enough not to be able to work is a loss. It's not worth the risk.
