I think it's
very good to promote co-operative play as the default assumption, and this is a good little nudge in that direction. It's not mandatory on the templates, giving DFRPG the flexibility to handle more prickly parties. But for a group of strangers grabbing random pre-generated characters at a demo game in a store or whatever, I think it's a
very good idea to push them to work together.
