Kind of tangential, but it's not bolt-action specifically. Automatics have noisy moving components and some gas escape at the ejection port, while revolvers usually have a lot of gas escape between the front of the cylinder and the base of the barrel. Any manual repeater (bolt, slide, lever, etc.) should gain the same benefit.
