To speak to some of what Igor (bonetm) said: Every rules sheet, at least for each core set (the ones in the bigger boxes) points to these forums as the place to speak with fellow players and company staff about Munchkin. Beyond that, the Contact Us link at the bottom of every webpage takes you to a page that offers this information (with links):

So, to be fair to SJG, they do try to point people in the right direction with respect to answering rules question for their games.
