Yes. In fact, Combination technique does work similarly to Rapid Strike, but it's
not Rapid Strike itself. See
Martial Arts p. 127, which lists Rapid Strike, Combination and Dual-Weapon Attack as separate combat options.

What's important is to distinguish between DWA
combat option and DWA
technique. Any character can attempt DWA combat option at default with the GM's permission, but learning DWA technique to improve his roll above the default requires TbaM/WM (
Martial Arts p. 82).
Strictly speaking, the perk that allows buy an otherwise cinematic skill or technique is not Special Exercises but Unusual Training (
PU 2: Perks, p. 21).
